An applicant will be disqualified for traffic convictions under any of the following conditions:
- One conviction within five years prior to the date of application, for:
Voluntary or involuntary manslaughter resulting from the operation of a motor vehicle; OR
Driving a motor vehicle or being in actual physical control while having unlawful blood alcohol level or while under the influence of alcoholic beverages or any substances controlled under any state or federal law; OR
Attempting to elude police.
One conviction within three years prior to the date of application, for:
Driving a motor vehicle while driver’s license is suspended or revoked for reasons other than financial responsibility.
No more than three moving traffic convictions within three years of date of application, consideration is on a case-by-case basis.
- A chargeable accident within three years of date of application will be considered on a case-by-case basis.
Traffic conviction record, with points accumulated resulting in the suspension of a driver license within three years of the date of application.
Suspended or revoked driver’s license for one of the following reasons within one year prior to the date of application.
Failure to attend court ordered driving school; OR
Failure to pay two or more traffic fines. The circumstances resulting in the nonpayment of only one traffic fine will be evaluated on an individual basis and may not disqualify the applicant; OR
Financial responsibility (insurance, cancellation, etc.) will be evaluated on an individual basis and may or may not disqualify an applicant.
- Failure to submit to a chemical test for intoxication may disqualify the applicant upon review.
Convictions by City definition will include a plea of “no contest” or a judicial decision to withhold adjudication. Cases listed beyond time frame will be considered on a case-by-case basis.
The City of Palm Bay has a Drug-Free Workplace Program (DFWP) to make sure that City employees abuse no drugs or alcohol. The DFWP is established in accordance with the following statutory authority:

The City of Palm Bay is a participant in the E-Verify process which determines the eligibility of employees to work in the United States.
Veterans’ Preference for eligibility in employment will be extended to certain Veterans and spouses of Veterans who are Florida residents according to Florida State Statute 295.07.
Section 295.07, Florida Statutes, extends Veterans’ Preference to:
- A veteran with a service-connected disability who is eligible for or receiving compensation, disability retirement, or pension under public laws administered by the U.S. Department of Veterans Affairs and the Department of Defense.
- The spouse of a veteran who cannot qualify for employment because of a total and permanent service-connected disability, or the spouse of a veteran missing in action, captured, or forcibly detained by a foreign power.
- A veteran of any war who has served on active duty for one day or more during a wartime period, excluding active duty for training, and who was discharged under honorable conditions from the Armed Forces of the United States of America.
- The un-remarried widow or widower of a veteran who died of a service-connected disability.
- A veteran that has received the Armed Forces Expeditionary Medal or the Global War on Terrorism Expeditionary Medal provided the individual is otherwise eligible. In addition, the list of U.S. Combat Campaigns and Expeditions which qualify for preference may be found on the State of Florida Veterans Affairs website: under Section IX. Enforcement.
If you wish to claim Veterans’ Preference, you must meet all four of the following criteria at the time of application:
- Must submit a copy of your DD-214.
- Must have an “Honorable” discharge, or where separated from the military under honorable conditions.
- Must be a Florida resident at the time of application.
- Must possess the minimum qualifications necessary to the discharge of the duties involved. The rule defines “minimum qualifications” to mean a “specification” of the kinds of experience, training, education and/or licensure or certification that provides “appropriate job-related evidence that an applicant possesses the minimum required knowledge, skills, and abilities necessary to the discharge of the duties involved.”
