Notice is hereby given that the City of Palm Bay, Florida, under its municipal charter, will hold a municipal primary election on Tuesday, August 28, 2018, from 7:00 a.m. to 7:00 p.m., in the City of Palm Bay, at which time there are to be elected the following officers to serve for the term specified:

Two (2) councilmembers (Seat 4 and Seat 5), to serve from November 2018 to November 2022.

Notice is hereby given that the City Council of the City of Palm Bay, Florida, will hold a public hearing for the purpose of enacting Ordinance Nos. 2018-37, 2018-38, 2018-39 and 2018-40 at City Hall, 120 Malabar Road, SE, Palm Bay, on September 18, 2018, at 6:30 P.M., titled as shown:

AN ORDINANCE OF THE CITY OF PALM BAY, BREVARD COUNTY, FLORIDA, AMENDING THE CODE OF ORDINANCES, TITLE XX, UTILITIES CODE, CHAPTER 201, SEWER USE, SUBCHAPTER ‘MISCELLANEOUS PROVISIONS’, BY ADJUSTING THE PERMIT FEES AND OTHER CHARGES RELATED TO THE CITY’S UTILITIES WASTEWATER SYSTEM; PROVIDING FOR THE REPEAL OF ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; PROVIDING FOR INCLUSION IN THE CITY OF PALM BAY CODE OF ORDINANCES; PROVIDING FOR A SEVERABILITY CLAUSE; PROVIDING FOR AN EFFECTIVE DATE.

ORDINANCE NO. 2018-39

AN ORDINANCE OF THE CITY OF PALM BAY, BREVARD COUNTY, FLORIDA, AMENDING THE CODE OF ORDINANCES, TITLE XX, UTILITIES CODE, CHAPTER 202, RECLAIMED WATER, BY ADJUSTING THE RATES, FEES, AND CHARGES FOR RECLAIMED WATER; PROVIDING FOR THE REPEAL OF ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; PROVIDING FOR INCLUSION IN THE CITY OF PALM BAY CODE OF ORDINANCES; PROVIDING FOR A SEVERABILITY CLAUSE; PROVIDING FOR AN EFFECTIVE DATE.

ORDINANCE NO. 2018-40

AN ORDINANCE OF THE CITY OF PALM BAY, BREVARD COUNTY, FLORIDA, ADOPTING A FINAL BUDGET AND APPROPRIATING FUNDS FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2018, AND ENDING SEPTEMBER 30, 2019; PROVIDING FOR AN EFFECTIVE DATE.

Interested parties may appear at the meeting and be heard with respect to the proposed ordinance(s).  The ordinance draft(s) may be inspected by the public from 8:30 A.M. to 5:00 P.M., weekdays, in the Office of the City Clerk, City Hall, 120 Malabar Road, SE, Palm Bay, Florida.

If an individual decides to appeal any decision made by the City Council with respect to any matter considered at this meeting, a record of the proceedings will be required and the individual will need to ensure that a verbatim transcript of the proceedings is made, which record includes the testimony and evidence upon which the appeal is based (FS 286.0105).  Such person must provide a method for recording the proceedings verbatim.

AN ORDINANCE OF THE CITY OF PALM BAY, BREVARD COUNTY, FLORIDA, AMENDING THE FISCAL YEAR 2018 BUDGET BY APPROPRIATING AND ALLOCATING FUNDS AS FOLLOWS:  USE OF UNDESIGNATED FUND BALANCE IN THE FOLLOWING FUNDS:  GENERAL FUND; LAW ENFORCEMENT TRUST FUND; POLICE IMPACT FEE FUND; FIRE IMPACT FEE FUND; PARKS IMPACT FEE FUND; TRANSPORTATION IMPACT FEE FUND; UTILITY OPERATING FUND; UTILITIES CONNECTION FEE FUND; UTILITIES RENEWAL/REPLACEMENT FUND; MAIN LINE EXTENSION FEE FUND; AND BULIDING FUND; TRANSFER FROM THE UTILITIES OEPRATING FUND TO THE UTILITIES RENEWAL/REPLACEMENT FUND FOR ADDITIONAL PROJECT FUNDING FOR STEEL PIPE REPLACEMENT;  TRANSFER FROM THE BUILDING FUND TO THE FLEET SERVICES FUND TO COMPLETE VEHICLE PURCHASE; RECOGNIZING THE STATE/FDOT GRANT FOR SAFE ROUTES TO SCHOOL LAP AGREEMENT; RECOGNIZING  THE FEMA PUBLIC ASSISTANCE REIMBURSEMENT FUNDING FOR HURRICANE MATTHEW DEBRIS REMOVAL EXPENDITURES; RECOGNIZING THE HONEYWELL ENERGY PERFORMANCE CONTRACT/LEASE PURCHASE AGREEMENT; RECOGNIZING THAT SUCH APPROPRIATIONS MUST BE MADE PURSUANT TO THE CODE OF ORDINANCES OF THE CITY OF PALM BAY, CHAPTER 35; ADOPTING, RATIFYING, CONFIRMING, AND VALIDATING THE ALLOCATIONS; PROVIDING FOR AN EFFECTIVE DATE.
