How to Provide Comment
Any person may be heard by the Planning and Zoning Board, through the Land Development Division and upon registering pursuant to the published notice, on any proposition before the board, unless modified by the board. Only one public comment may be submitted per agenda item, irrespective of the method. Comments may be provided via (321) 726-2798, a dedicated City of Palm Bay public comment voicemail for the Planning and Zoning Board. Please clearly state your name, address, telephone number, and case number before providing your comment. Voicemail messages must be recorded twenty-four (24) hours prior to the meeting;
- Members of the public may submit written comments by emailing the comments to email@example.com. Written public comments must be received twenty-four (24) hours prior to the meeting;
- If you would like to show a presentation while you speak, the electronic file must be provided to staff for screening no later than 2:00 P.M. on the day of the meeting.
The City urges members of the public to remain at home and practice social distancing. Public meetings are not required to be held in a physical location if alternative methods allow public participation and observation. The City may provide accommodations for speakers desiring to appear in person, subject to all applicable legal and social distancing measures in place to prevent the further spread of COVID-19.
If an individual decides to appeal any decision made by the Planning and Zoning Board with respect to any matter considered at the meetings, a record of the proceedings will be required, and the individual will need to ensure that a verbatim transcript of the proceedings is made, which record includes the testimony and evidence upon which the appeal is based (Section 286.0105, Florida Statutes). Such person must provide a method for recording the proceedings verbatim.
In accordance with the Americans with Disabilities Act, persons needing special accommodations for this meeting shall, at least forty-eight (48) hours prior to the meeting, contact the Office of the City Clerk at (321) 952-3414 or Florida Relay System at 711.
Please note that Governor DeSantis’ Executive Order 20-69 suspended the requirement of a quorum to be present in person or requires a local government body to meet at a specific public place. The Executive Order also allows local government bodies to utilize communications media technology, such as telephonic and video conferencing for local government body meetings.

The guidelines below are the procedures for the Planning and Zoning Board/Local Planning Agency cases that require hearing signs to be posted and/or Citizen Participation Plan (CPP) meetings to occur. Board applications will indicate if a hearing sign and/or CPP meeting is required.

Applications to be considered by the Planning and Zoning Board/Local Planning Agency must be submitted to the Land Development Division by the first day of the month to be processed for consideration by the board on the following month. If the first of the month falls on a weekend or holiday, the applications must be submitted by the prior workday. Only applications deemed complete will be processed.
