Unit 31 Important Special Assessment Information

The Special Assessment Cost will pay for the installation of the water lines in your neighborhood and fire hydrants.

You have two payment options for the special assessment cost:

OPTION 1:  You can choose to prepay the assessment cost.  If you choose this option, you will need to make payment by August 29, 2008.  The payment amount will be $2,542.13.  Checks should be made payable to the City of Palm Bay, and we recommend that you write your block and lot number in the memo section of your check.  Payments can be mailed to City of Palm Bay, Attn:  Cashier’s Office, 120 Malabar Road SE, Palm Bay, FL  32907.

OPTION 2: You can also choose to have your assessment cost financed over nineteen years.  If you choose this option, your special assessment cost of approximately $267.18 will appear on your annual tax bill.  You will make payment annually to the Brevard County Tax Collector or whatever manner you have already established to pay your annual tax bill (i.e., your property taxes may be figured into your mortgage).

CONNECTING TO CITY WATER:

Connection to the City’s water system is not included in the above mentioned assessment cost.  While connecting to the City’s water system is not mandatory, we encourage you to consider the benefits of having a clean, safe, reliable water source.

Those wishing to connect to the City’s municipal water service are encouraged to take advantage of the substantial savings in connection charges by locking in at the current rate.  In order to take advantage of these savings, you will need to make application for service and pay or finance your connection costs prior to October 1, 2008.  The Utilities Department’s connection costs are scheduled to change each year on October 1.

FINANCING AND ASSISTANCE:

Currently, connection costs can be financed through the City at 5.39% over 5 years.  The Housing and Neighborhood Development Office also offers a Utility Hook-Up Assistance Program which provides financial assistance for qualified homeowners.  For more information on the HANDS program or to see if you qualify, please contact Tina Johns at (321) 952-3429.

In addition, limited funding is also available to assist those who were impacted by the Mother’s Day Fires with the cost of connection.  To see if you may qualify for this assistance, please contact the Palm Bay Utilities Department at (321) 952-3410.

ADDITIONAL COSTS:

Please note that once your meter is installed, you are encouraged to obtain the services of a licensed and certified plumber to connect the City’s meter to your house.  Some homeowners will have the skill set to perform the work themselves; however, a permit will still need to be obtained from the City’s Building Department

CONSTRUCTION:

Installation of the water distribution lines throughout Unit 31 is scheduled to begin in January 2009.  This construction process is typically contracted for one year, but usually construction is completed earlier.
