"CAP" Program

In an effort to increase parental awareness of police contact with youth, Chief William Berger launched a proactive notification program designed to inform parents about the behaviors of their children.  The CAP Program (Calling All Parents) authorizes police officers to contact the parents of juveniles through a written notice describing the nature of the police contact with the juvenile providing follow up contact information for parents to respond. 

Officers will fill out a parent notification form with the child’s name, the type of contact made with the child, whether it is a criminal, traffic related or other issue; the location, date and time of occurrence and officer contact information along with a letter from the Police Chief explaining why the communication is important. 

Unsupervised juveniles account for a significant amount of crime related activity in the City.  In 2006, 2,515 individual were arrested, 497, or roughly 20% were juveniles.  Preventing delinquency requires parental involvement and awareness.  The Palm Bay Police Department is committed to serving and protecting the foundation of every community, and that is families.
