John G. Rodgers, P.E., City Engineer & Deputy Director of Growth Management

The Land Development Division is charged with maintenance of the City of Palm Comprehensive Plan, revisions to the Land Development Code in the Palm Bay Code of Ordinances, assigning addresses, administrative review of site plans, and providing data and analysis necessary to promote sound policy decisions concerning the future development of the City. The Land Development Division is also responsible for stormwater management programs as well as floodplain determinations/permits within the City.  Staff members of the Land Development Division serve as liaisons to the Planning and Zoning Board/Local Planning Agency and the Board of Adjustment. Rezonings, comprehensive plan amendments, variances, vacatings, conditional uses, tree permits, transportation impact reviews, and subdivision approvals are all processed by the Land Development Division.
