The City of Palm Bay, Housing and Neighborhood Development Services (HANDS) offers several grants and loan programs that benefit very low to moderate income residents of Palm Bay by administering the Community Development Block Grant (CDBG), HOME Investment Partnership and the State Housing Initiative Partnership (SHIP) programs.
