FLORIDA HOUSING FINANCE AGENCY

SHIP PROGRAM ANNUAL REPORT – STATE FISCAL YEAR(S) 

2004-2005 (CLOSEOUT YEAR); 2005-2006; AND 2006-2007

 

1.       Please provide information on the status of the implementation of the Local Housing Incentive Plan or Incentive Strategy adopted by the local Affordable Housing Assistance Plan.

   A.    Incentive Strategy:

(a)    The definition of affordable housing.

(b)    The expedited processing of permits for affordable housing projects.

(c)   The modification of impact fee requirements, including reduction or waiver of fees and alternative methods of fee payment.

(d)    The allowance of increased density levels.

(e)   The reservation of infrastructure capacity for housing for very low income persons and low income persons.

(f)   The transfer of development rights as a financing mechanism for housing for low income persons and low income persons.

(g)    The reduction of parking and setback requirements.

(h.    The allowance of zero-lot-line configurations.

(i)     The modification of street requirements.

(j)   The establishment of a process by which a local government considers, before adoption, policies, procedures ordinances, regulations, or plan provisions that have significant impact on the cost of housing.

(k)    Develop and review an inventory of locally owned land and the preparations of public inventory suitable for affordable housing opportunities.

   B.    Adopting Ordinance or Resolution Number or identify local policy:

 

(a)     Adopted by Resolution #93-25.

(b)    Adopted by Resolution #94-67, amended by Resolution #98-35 September 1998.

   C.      Implementation schedule (Date):

(a)     Implementation took place at adoption on May 20, 1993.

(b)     Implementation took place at adoption of Resolution #98-35 September 1998.

(c-k)   Implementation took place at adoption on May 5, 1994.

   D.     Has the plan or strategy been implemented?  If no, describe

           steps that will be taken to implement the Plan.

(a)    Implementation took place immediately upon adoption.

(b)    Implementation took place immediately upon adoption of amended Resolution.  Several steps took place in an effort to ensure implementation.

1.   An advertisement was placed in the local Home Builders and  Contractors newsletter in an effort to make the builder  community aware of possible eligibility for expedited  permitting.

2.  Discussions were conducted with the building department  regarding the identification of affordable housing permit  applications.

3.   Amendment of the initial identification of affordable housing  projects was changed to include all housing projects receiving  local, state or federal assistance funding.

4.     Resolution was approved at the September 3, 1998 City Council meeting.

(c-i,k)    Implementation took place immediately upon adoption.

   F.     Status of Strategy – (Is the strategy functioning as intended, i.e.,

           are time frames being met, etc.).

(a)    Strategies are functioning as intended.

(b)   During the reporting period, the Housing and Neighborhood  Development Services met with the Building Department to  establish a tracking method for assuring the expedited issuance  of building permits.  This method has helped monitor all  affordable housing permits being issued to a greater degree  than other residential permits.

(c-i)   Strategies are functioning as intended.

(j)     During the 2003-2004 year, the City established a Housing  Advisory Board, which acts in the capacity of a review board  for any regulatory to the City Council.  During this reporting  period they reviewed the flowing: Consolidated Plan, Public  Service Agreement, Action Plan and Local Housing Assistance  Plan.

(k)     Strategies are functioning as intended.

2.     Attach a concise description of the support services that are available to the residents of affordable housing.

       Support services available to residents of affordable housing include home ownership counseling and homebuyer education courses.  The homebuyer education course is required of all applicants seeking down payment/closing cost assistance.  These courses are conducted in partnership with local lenders, real estate professionals, title agents and homebuilders.  Fair housing education is also included in the homebuyer course through the Fair Housing Continuum of Brevard, Inc.

3.     Attach such other data or unique affordable housing accomplishments considered significant by your Agency (Success stories, newspaper clippings, etc.).

Following the completion of water/sewer lines in Port Malabar Unit 7, Phase 3 in the 2004-2005 program year, the City of Palm Bay was able to assist homeowners with connecting to public utilities, as well as other areas through out the City that provides water/sewer service.  It has provided improvements to neighborhoods by the construction of new roads, a healthier environment for residents and an increase in property values  With the use of SHIP funds, the City has been able to assist more than 246 homeowners with the connection to water and sewer at the end of this reporting period.  The City of Palm Bay just recently completed water/sewer lines in other units, which will allow Housing and Neighborhood Development to assist low income families with the connection to public utility service. 

4.     Describe how the Annual Report was made available for public comment from August 27, 2007 through September 12, 2007 in the Florida Today Newspaper.

5.     Since State Fiscal Year 2002-2007,  194 mortgages have been made to very low income households with 1 in default.

        Since State Fiscal Year 2002-2007, 84 mortgages have been made to low income households with 0 in default.

        Since State Fiscal Year 2002-2007, 19 mortgages have been made to moderate income households with 0 in default.

        Total default rate for all mortgages .03%

6.     Describe how eligible sponsors (if applicable) that employed personnel from welfare to work programs were given preference in the local selection process.

        Not applicable.

7.     List strategies and give the average cost of production.

        Not applicable.
