Housing and Community Development Assistance Programs 

Designated staff of the Growth Management Department work in partnership with citizens, non-profit agencies, City departments, and others in order to identify and implement programs and activities that benefit Low and Moderate-income people and improve neighborhoods. The Growth Management Department administers funds received by the City of Palm Bay from: the U.S. Department of Housing and Urban Development’s Community Development Block Grant (CDBG) Program; the Brevard County HOME Consortium – HOME Investment Partnerships (HOME) Program; the U.S. Department of Housing and Urban Development’s Neighborhood Stabilization Program (NSP); the State of Florida’s State Housing Initiatives Partnership (SHIP) Program; and other state and federal grant programs.

Fair Housing

The City of Palm Bay’s Fair Housing Ordinance, the Florida Fair Housing Act, and the Federal Fair Housing Act make it illegal for anyone to refuse to rent, sell or make a housing loan to you because of the following factors:

• Familial Status (including children under the age of 18 living with parents or legal guardians; pregnant women, and people securing custody of children under the age of 18)

If you believe that your rights have been violated, we are ready to help you file a complaint. You have 180 days from the date of the alleged act of discrimination to file your complaint.

The City of Palm Bay will make an initial inquiry into your complaint and, if there are reasonable grounds to believe that a violation has occurred, we will refer your complaint to the Florida Commission on Human Relations. Or, if indicated by the nature of the complaint, we will refer your complaint to the U.S. Department of Housing and Urban Development (HUD).

COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)

The Community Development Block Grant (CDBG) is an entitlement grant awarded to the City of Palm Bay through the U.S. Department of Housing and Urban Development (HUD) that is based upon need factors including population, income, unemployment level and housing conditions.

CDBGThe CDBG program’s primary objective is the development of viable urban communities by  providing decent housing, a suitable living environment, and expanding economic opportunities principally for persons of Low and Moderate income.

CDBG funds are used for a wide range of housing and community development activities directed toward neighborhood revitalization, economic development and improved community facilities, infrastructure and services.

Activities should benefit low and moderate income persons or aid in the prevention or elimination of slum or blight.

Use of the CDBG funds is guided by the City’s Five-Year Consolidated Plan. The Consolidated Plan establishes Palm Bay’s five-year strategy for investment of its CDBG funds and other financial resources linked to activities directed at the City’s community development, housing and homeless service needs.

HOME INVESTMENT PARTNERSHIPS (HOME) PROGRAM

In partnership with the Brevard County Housing & Human Services Department (Lead Entity) and the cities of Titusville, Cocoa, Melbourne and Palm Bay, the Brevard County HOME Consortium receives U.S. Department of Housing and Urban Development formula grant funding that, in partnership with local non-profit groups, funds a wide range of activities that include: building; buying; and/or rehabilitating affordable housing for rent or homeownership for Low and Moderate-Income households

STATE HOUSING INITIATIVES PARTNERSHIP (SHIP) PROGRAM

The State Housing Initiatives Partnership (SHIP) Program provides funds to local governments as an incentive to crate partnerships that produce and preserve affordable homeownership and rental housing.

The Program was designed to provide Very Low, Low, and Moderate-Income households with assistance to: purchase a home; repair a home; and many other types of housing assistance. SHIP Program
