COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) AND HOME INVESTMENT PARTNERSHIPS PROGRAM (HOME) NOTICE OF AVAILABILITY OF PROPOSED 2017-2018 ACTION PLAN FOR PUBLIC COMMENT AND NOTICE OF PUBLIC HEARING
Notice is hereby given that the City of Palm Bay has prepared its 2017-2018 Action Plan for inclusion in the Brevard County HOME Consortium Consolidated Action Plan to be submitted to the U.S. Department of HUD and announces the availability of said document for public review and comment from 07/13/17 to 07/26/17. The Action Plan is available for review in the Growth Management Department, 2nd Floor, City Hall, and on the City’s website at: www.palmbayflorida.org.
Written comments can be delivered in person or mailed to: Housing And Neighborhood Development Services Division, City of Palm Bay, 120 Malabar Road SE, Palm Bay, FL 32907. Comments received after 07/26/17 will not be considered.
Notice is also hereby given that the City of Palm Bay will conduct a Public Hearing on Thursday, July 27, 2017 at 5:00 P.M. in Room B, Palm Bay Community Center, 1502 Port Malabar Blvd., Palm Bay, FL 32905. The purpose of this hearing is to receive comments on the City’s proposed Action Plan including the projected use of funds.
COMMUNITY DEVELOPMENT BLOCK GRANT OBJECTIVES: The overall purpose of the CDBG program is the development of viable urban communities by providing decent housing and a suitable living environment and expanding economic opportunities, principally for persons of low/moderate income. Eligible activities under the CDBG program include: public services; public facilities and improvements; housing; code enforcement; clearance and demolition; economic development; acquisition and disposition. CDBG funds will be used primarily in areas where at least 51% of the population is low/moderate income and at least 70% of all funds will be expended for projects and activities which benefit low/moderate income persons.
PROJECTED USE OF CDBG FUNDS: The City of Palm Bay anticipates an estimated $703,841 in FY 2017 CDBG funds for the program year that begins 10/01/17.

HOME INVESTMENT PARTNERSHIP PROGRAM OBJECTIVES: The overall purpose of the HOME program is to provide affordable housing to persons of low/moderate income.

All proposed 2017-2018 CDBG and HOME activities are consistent with the needs and priorities identified in the Consortium’s five-year Consolidated Plan. No permanent displacement of persons as a result of CDBG- or HOME-funded activities is anticipated. In the event displacement occurs, assistance will be provided pursuant to 24 CFR 570.606.
City Council will take final action on FY 2017-2018 Action Plan on August 3, 2017. Interested persons are invited and encouraged to attend the public hearing and make oral or written comments. The City of Palm Bay anticipates receiving approximately $700,000 in federal CDBG funds to operate the Community Development Block Grant (CDBG) program and $180,000 in the HOME Investment Partnership (HOME) program from Brevard County during FY 2017-2018. CDBG activities must primarily benefit low and moderate income families. The City will hold its Public Needs Hearing to hear your suggestions for funding activities using these funds. The City will make available the proposed Annual Action Plan for the FY 2017 program year for public display and comment for 30 days beginning on July 21, 2017. The Annual Plan outlines how the City intends to expend its Community Development Block Grant funds (CDBG) and HOME Investment Partnerships Program funds (HOME). In accordance with the federal regulations at 24 CFR, Part 91, the City of Palm Bay is required to prepare and submit an Annual Action Plan for its Housing and Community Development Programs.

At the second hearing, the City will present the recommended activities proposed for the FY 2017 program year.

All comments received by July 21, 2017 will be considered. It is anticipated that the Palm Bay City Council will take action on the Proposed Annual Action Plan at its meeting scheduled for Thursday, August 3, 2017 at 7:00 pm in Council Chambers, City Hall, 120 Malabar Road, SE.
The City anticipates submitting its approved Annual Action Plan to the U.S. Dept. of Housing & Urban Development (HUD) on or about August 15, 2017.
