Debra Hunt

Debra (“Debbie”) Hunt graduated from Western Illinois University with a Bachelor’s of Business degree supplemented with additional courses in Public Administration. She later took paralegal courses at Manatee Community College. She has finished her Associate’s Degree in Paralegal Studies with a straight A grade average from Eastern Florida State College and is a Florida Registered Paralegal.

Debbie was an office manager at Western Illinois University and Coopers & Lybrand, one of the top six national accounting firms. Her professional career includes serving as Assistant Vice President of the Commercial Mortgage Department at Atlantic Federal Savings & Loan, underwriting loans between $500,000 and $1 million; an Estate Planning, Probate, and Tax paralegal at Isphording Korp Payne P.A.; and Assistant Director and Director of Bon Secours Venice Hospital Foundation, a $22 million fully endowed foundation in Venice, Florida.

The last five years at the City Attorney’s Office, Debbie has served as Administrative Assistant to the City Attorney, promoted to Litigation Paralegal all while serving as Office Manager.


Tajuna Johnson

Tajuna (“TJ”) Johnson is a licensed Florida All Lines Claims Adjuster.  She handles workers’ compensation claims for the city.  TJ started her career with the City of Palm Bay at the Police Department as a secretary in the Uniformed Services Division, processing subpoenas and preparing documents for court proceedings.  She then went on to join the City Attorney’s Office as an Administrative Assistant in February of 2014. She was soon promoted to her current position, wherein she is responsible for general liability claims as well as police asset liability.

TJ has a Bachelor’s in Psychology from the University of Central Florida.  

 

 

 


 

Shelsea Martin

Martin, Shelsea PicShelsea Martin has been a resident of Palm Bay for 27 years. She graduated from Eastern Florida State College in the Fall of 2015 with her Associate of Arts degree. She started working for the City of Palm Bay in March 2016, where she is currently the Administrative Assistant to the City Attorney’s Office.

 

 

 

 


 

Yolanda Ayala

Yolanda Ayala grew up in Bayamon, Puerto Rico and graduated from the Universidad Central de Bayamon with an AA Degree in Accounting.  As a military wife, she traveled with her husband of 41 years, Senior Master Sergeant Jorge Ayala, and their two sons across the continental U.S. and was stationed for two years in Keflavik, Iceland. 

Since 1994, Yolanda has been a Loss Mitigation Specialist, Legal Secretary and a Certified Note and Mortgage Signing Agent.  From August 2012 to August 2016, she provided professional secretarial and administrative support to the Brevard County Court System, the Foreclosure Department and the Circuit Court Judges, to wit: Honorable Lisa Davidson, Honorable O.H. Eaton, Honorable George W. Maxwell, III, Honorable Benjamin Garagozlo, Honorable John D. Galluzo, and Honorable Jeffrey Mahl.

Yolanda has been very active in the community as well.  In 2011, she served as a Translation Volunteer benefitting the Make-A-Wish Foundation in Kissimmee, Florida for Spanish speaking families and enabled them to grant wishes to kids with life-threatening medical conditions to visit the Orlando Theme Parks.

Yolanda joined the Palm Bay City Attorney’s Office on August 31, 2016.

Pamela Torres-Spivey – Risk Manager

Pam HeadshotPamela Torres-Spivey is the Risk Manager for the City of Palm Bay.  Pamela has an extensive insurance background having worked for one of the largest Property & Casualty Insurance carriers in the United States.  Prior to joining the City of Palm Bay, Pamela serviced the School District of Indian River County in a similar capacity handling Risk matters for the School District.  Pamela is a native Floridian.  She has been a resident of Palm Bay for 24 years.
