Over the past thirty years, decreasing federal and state revenue sharing, tightening resources, and growing resistance to higher taxes has created distrust and suspicion of government among many citizens. In response to concerns about the rising cost of government, the City of Palm Bay has committed to providing a document that will better explain why additional resources are needed, what the additional resources will be used for, the anticipated results of receiving additional resources, and the cost of these additional resources. This commitment has focused the City’s efforts toward the creation of the 2008 Budget Document, a document that will provide this enhanced level of information to citizens.
In January 2007, the City Manager made the decision to have the departments tie their performance measurements to any requested SLAs and CIPs as a way to validate their need. Additionally, these requests were to be tied to the City Council’s approved strategic plan 2007-2012-2022, which is to assure the departments’ requests are in line with the City’s vision. [more]
