City Attorney
Andrew P. (“Andy”) Lannon, Esq. is the City Attorney. Mr. Lannon was initially hired by the City of Palm Bay as a Deputy City Attorney.
Throughout his career, Mr. Lannon has worked primarily in the areas of civil litigation and appellate advocacy. Mr. Lannon started his legal career as a staff attorney (law clerk) to the Honorable Peggy A. Quince of the Florida Supreme Court. At the conclusion of this two-year clerkship, Mr. Lannon joined the Orlando office of the global law firm, Holland & Knight LLP, where he served as a member of its Central Florida Litigation Group. Mr. Lannon left Holland & Knight LLP to join the Orlando law firm now known as Stump, Dietrich & Spears, P.A.
Mr. Lannon received his B.A. in Classics from the College of the Holy Cross in Worcester, MA and his J.D. from The Catholic University of America, Columbus School of Law in Washington, DC. In law school, Mr. Lannon was a member of Moot Court as well as the Journal of Contemporary Health Law and Policy for which he served as the Note and Comment Editor. His comment, Let Him Die with Dignity or Hope for a Cure: The Consequences of Modern Medicine, was published in the Winter 2002 edition. During law school, Mr. Lannon interned at the United States Department of Justice, Office of Legal Policy and at the United States Securities and Exchange Commission, Division of Enforcement.
Mr. Lannon is admitted to practice in the State of Florida; the Northern, Middle and Southern Districts of Florida; the United States Bankruptcy Court for the Northern and Middle Districts; and in the United States Court of Appeals for the Eleventh Circuit.
Deputy City Attorney
Patricia Denise Smith is the Deputy City Attorney. Mrs. Smith started her career in the office of the Public Defender’s Office for the 19th Judicial Circuit. Mrs. Smith defended 30 jury trial and 15 non-jury trials, achieving numerous acquittals. Mrs. Smith subsequently accepted the Assistant General Counsel position with the Florida Department of Health handling healthcare regulation cases before the Dentistry, Acupuncture and Orthotist and Prosthetist boards. Mrs. Smith was an active member of the Orthotist & Prosthetist team honored by Florida Tax Watch with the 2010 Prudential-Davis Productivity Award (Team): Implemented aggressive case review and processing to reduce inventory.
Mrs. Smith received her B.S. in Political Science from Florida State University, and her J.D. from Nova Southeastern University. In law school Mrs. Smith was a Goodwin Scholar and interned with the Guardian Ad Litem Office for the 19th Judicial Circuit.
